(a) Every owner of any tree overhanging or along existing or future established rights-of-way, streets, or alleys shall be responsible for the removal of any dead, diseased or dangerous tree, or broken or decayed limbs which constitute a menace to the safety of the public.
(b) Every owner of any tree within the city shall be responsible for the removal of any debris falling on existing or future established rights-of-way, streets or alleys resulting from trees along existing and future established rights-of-way, streets or alleys.

Before any tree overhanging or along the existing or future established rights-of-way, streets, or alleys, whether adjacent to or on city property, is removed, the governing body shall be contacted in order to determine the appropriate safety measures to be taken to protect public property and utilities.
